2. Can my business or non-profit post a message on the Channel 5 bulletin board?: The City allows certain businesses or non-profit public service announcements that are deemed beneficial to the community. Keep in mind, the Government Channel is not the same as a "Public Access" Channel 6. Departments use the bulletin board to post messages regarding things like community emergencies, public meeting schedules, road construction detours, water/sewer work. You will also find information on programs offered by all city departments, announcements on government related events and activities, as well as announcements from federal and state agencies.

Posting of messages have to meet the requirements of the City Government Channel Policy and by filling out the Bulletin Board Request form attached at the end of the Policy. Access the policy and download the request form (PDF).

3. What is Public, Educational, Government (PEG) television and how did it come about?: As part of the State of Ohio video licensing agreement with the local cable provider, one of the things that the community can insist upon getting is channel space for local public, education and government television as well as licensing fees to operate them. This is considered to be a payment of sorts for the right-of-way (ROW) that the cable company uses when it installs the cable lines throughout the community.

In Xenia, our Time Warner PEG Channels are: Channel 5 - Government and Channel 21 - Educational (Schools). For ATT UVerse: Channel 99 then choose Xenia Government Channel from a listing of several Miami Valley cities.

The City also provides live streaming video broadcasting of Channel 5 and on-demand streaming video of past council meetings and special presentations.

4. What is streaming video?: Streaming video is content sent in compressed form over the Internet and displayed to the viewer in real time. With streaming video, a user does not have to wait to download a file to play it. Instead, the media is sent in a continuous stream of data and is played as it arrives. The user needs a player, which is a special program that encompasses and sends video data to the display and audio data to speakers. A player can be either an integral part of a browser or downloaded from the software maker's website.

The streaming video service was added at a very low cost to the City to help with community outreach to all Xenia residents and website visitors that do not subscribe to Time Warner Cable or other future cable systems (does not include satellite dish providers) but subscribe to High Speed Internet connections (Broadband).

5. What are streaming video requirements?: Our streaming video service requires:
OS: Windows 8, 7, XP, Vista, Mac OS X, or Linux
Player: Windows Media Player 9+ or other wmv compatible player ie: Quicktime with Flip for Mac plugin, VLC (recommended for Mac OS X), M Player, Media Player Classic
Bandwidth: T1, DSL, cable broadband or faster connection needed.
