Solicitation Permit

In September 2015, the Xenia City Council approved legislation that would require solicitors to obtain a permit to solicit goods, wares, merchandise, or services in the City. The legislation allows the City of Xenia to enforce provisions for failure to receive a permit in advance and failure to comply with applicable standards. The permit process consists of an application and a criminal background check. At the time of application, a fee of $25.00 must be paid by each individual applicant and the permit will expire one year after initial approval. Upon approval of an application, a solicitor must carry with him or her and produce, upon request, a copy of their approved application for inspection by any city official or resident/inhabitant being solicited.

The standards for denial of an initial permit or revocation of an existing permit to be determined at the discretion of the City Manager. Appeal of a decision to deny or revoke a permit will be heard by the Economic Development Advisory board, whose decision will be final.

Exceptions to the permit requirement are made for those soliciting in order to disseminate ideas, thoughts, or messages regarding any cause, issue, religion, or political candidate, in addition to those peddling or soliciting goods of their own manufacture or raising.

*All solicitors must abide by the hour restrictions set forth in Chapter 850
